It looks like there will be no special session to raise the severance tax on natural gas. Governor Beebe concedes negotiations with industry officials did not go well, and suggests he will propose an initiated act, and makes no comment on what that might mean for Sheffield Nelson’s proposal.

Entergy’s lawsuit against Union Pacific for not delivering enough coal is underway in Little Rock.

Fifth Judicial District Prosecutor David Gibbons charged a Russellville airport commissioner with unauthorized use of a vehicle —an airplane. Commissioneer Philip Cowger reportedly took the plane without permission from the Russellville Municipal Airport on Oct. 4, 2007/ Cowger flew the plane from Russellville to Clarksville. The next day, a student pilot apparently attempting a take-off in the privately-owned airplane, a 1968 Cessna, struck a set of power lines at the end of the runway and crashed into a field near the Clarksville Municipal Airport. Cowger was supposedly the instructor during the flight, according to the probable cause statement.

Sometime after Wednesday, Redstone Construction of Little Rock will begin widening Napa Valley Drive between Hinson and Rainwood roads. Farther south, the intersection of Napa Valley Drive and St. Charles Boulevard will also be widened as part of the $1.6 million construction work. It will take five months. Organizers promise it will not interfere with the Greek Food Festival.
