Flags at the state capitol are at half staff and Gov. Mike Beebe will eulogize longtime friend Bill Gwatney at funeral services for the state Democratic Party chairman who was shot and killed inside party headquarters last Wednesday.

The State Ethics Commission says an elected official is required to report expenses if he “expressly advocates” voting for or voting against a measure and the costs exceed $500. Lt. Gov. Bill Halter’s office won’t be reporting any such costs to the commission because the office’s employees don’t expressly advocate passage of the proposed lottery amendment.

Unemployment fell half a percentage point to 4.5 percent in Arkansas last month, the lowest level since April 2001.

The Legislative Council approved studies into eliminating a state tax on charitable bingo games, and officials say a legislative panel will take public next month at the state Capitol.

A $91,909 state grant to a Pine Bluff church with a state senator as its pastor cleared the state’s Legislative Council Friday. Sen. Hank Wilkins is pastor of St. James United Methodist Church.

Former Governor Mike Huckabee says he does not yet know what role he will have in the Republican convention. General Wesley Clark tells internet sources that he will not be attending the Democratic Convention.

Little Rock’s Advertising and Promotion Commission is suing two restaurants for not paying the 2% hamburger tax. The Democrat-Gazette reports Satellite Cafe on Kavanaugh Boulevard owes about $4,597 in back taxes and penalties while Cotham’s In the City owes $9,327.

For the seventh year in a row, Little Rock plans to borrow millions of dollars for big-ticket items it otherwise can’t afford. Since 2002, Little Rock has borrowed about $35.6 million in short-term loans. This year, it’s $4.9 million.
