The State Ethics Commission says an elected official is required to report expenses if he “expressly advocates” voting for or voting against a measure and the costs exceed $500. Lt. Gov. Bill Halter’s office won’t be reporting any such costs to the commission because the office’s employees don’t expressly advocate passage of the proposed lottery amendment.
Unemployment fell half a percentage point to 4.5 percent in Arkansas last month, the lowest level since April 2001.

Little Rock’s Advertising and Promotion Commission is suing two restaurants for not paying the 2% hamburger tax. The Democrat-Gazette reports Satellite Cafe on Kavanaugh Boulevard owes about $4,597 in back taxes and penalties while Cotham’s In the City owes $9,327.
For the seventh year in a row, Little Rock plans to borrow millions of dollars for big-ticket items it otherwise can’t afford. Since 2002, Little Rock has borrowed about $35.6 million in short-term loans. This year, it’s $4.9 million.
