Pine Bluff Mayor Carl A. Redus Jr. is behind the other five candidates collectively by one vote. He needs 50 percent of the vote plus one to win outright and avoid a runoff with city Treasurer Gregory Gustek, who is in second place. There are 17 overseas absentee ballots expected to be counted Friday, and Redus would need to win 10 of those votes to clinch an outright victory.
An Ashley County jury acquitted a teenager accused of burning almost 4,000 acres in January 2006 about 10 miles southeast of Hamburg. The jury acquitted Joel David “Luke” Holland, 19, on charges of felony arson, unlawful burning and causing a catastrophe after a two day trial in Hamburg. Holland quit school after fifth grade and has an IQ somewhere between 71 and 80.
North Little Rock city council will consider a plan to allow neighborhoods to form districts and make up their own rules for parking cars on street and in yards.
